I had forgot I had this question so since I know that we have some COGIC and former COGIC ppl here, I'll ask and maybe you guys have an answer.
I know that most here don't believe that women have to wear a headcovering....even in COGIC. However, for high services, you see all the women with headcoverings and when they are being ordained/licensed they have to wear a headcovering..... Why?

I do know that during the international holy convocation, the missionaries are in official attire (white habits, which include the headpiece) for the communion/ordination service. I think that's what you're referring to:
Also, missionaries are supposed to be in their white habits for the installation of the presiding bishop and the presidium during the April call meeting:
And on women's day, many of the women wear hats. But when the women receive their evangelist licenses, they don't necessarily have to wear a hat. However, when jurisdictional supervisors are being installed, they must be in their white habits (they are holding the headpiece, which they will be fitted with later in the service):

OK. Cuz when my friend got her license she had to wear a head covering (I assume the habit)....

I would say they do it because of the scriptural reference about women not praying or prophesying with their heads uncovered, and I also feel that they do it purely out of ritual and tradition. They may not like to admit it but they have their ingrained rituals/traditions just like the Catholic Church and they're not going to stop doing them for anybody.

As far as all of the beautiful hats, outfits, and lace handkerchiefs that one sees at the convocations, I think that's just dress-up for show. I understand that some people spend money that they can't really afford just to be able to feel like they fit in with the super-dressed up crowd. My godmother has spent a small fortune on all of her head-to-toe ensembles.

hmmm i do remember the mothers/missionaries in their white and in their hats, but not in the uniforms i see in these pics....

Locally, things can differ from church to church and jurisdiction to jurisdiction. For instance, at my church in Charlotte, the mothers/missionaries wear their white habits on first Sundays but that's not the case at other COGIC churches.

As a COGIC attending women, the Habit is the entire outfit not just head covering. We are required to wear our habits on official days, like KB posted above.. We wear white and black. It looks like a maid uniform
